UPSC to Implement Advanced Digital Technologies to Curb Exam Fraud

In response to recent incidents of cheating and fraud in government examinations, the Union Public Service Commission (UPSC) is taking significant steps to reform its test system by incorporating innovative digital technology. The commission aims to enhance security and transparency by integrating Aadhaar-based fingerprint verification and face recognition for applicants. Additionally, technological solutions such as CCTV monitoring with artificial intelligence (AI) and QR code scanning of e-admit cards are being considered to prevent fraud and impersonation during exams.

Background:

This initiative follows the scandal involving Puja Khedkar, a trainee IAS officer who allegedly used fake documents to appear for the civil service test 12 times, exceeding the permissible number of attempts. The UPSC has filed a criminal case against Khedkar, and the Delhi Police are currently investigating the matter.

Technological Enhancements:

To facilitate these changes, the UPSC is seeking bids from public sector undertakings (PSUs) to provide the necessary technical services. The tender includes specifications for:

  • Aadhaar-based fingerprint authentication (Digital Fingerprint Capturing)
  • Candidate facial recognition
  • QR code scanning of e-admit cards
  • Live AI-powered CCTV surveillance

Implementation Process:

According to the tender documents:

  • The selected technology provider will receive the exam schedule, location details, and applicant numbers two to three weeks before the exam for on-site preparation.
  • Candidate details, including name, roll number, and photo, will be provided seven days before the test to assist with fingerprint authentication and facial recognition.
  • The service provider will deploy sufficient QR code scanner-integrated handheld devices and adequate staff at each test center. The QR code on the hall ticket will be scanned to automatically retrieve the candidate’s information from the UPSC database.

Service Provider Requirements:

  • The bidder must be a profit-making entity with an average annual turnover of at least Rs 100 crore from examination-based projects over the past three financial years.

Monitoring and Verification:

  • Throughout the mains examination, interviews, and verification processes, the service provider will validate applicant identities using data collected during the preliminary phases.
  • CCTV cameras will be strategically installed in each examination hall or room to monitor applicants and staff, ensuring the integrity of the test process.

UPSC’s Commitment:

The UPSC holds 14 examinations each year, including the prestigious Civil Services Examination (CSE) and several recruitment tests and interviews for Group ‘A’ and Group ‘B’ positions in the Government of India. These measures highlight the UPSC’s dedication to maintaining a secure and impartial testing environment.

By leveraging advanced technologies, the UPSC aims to safeguard the examination process, ensuring fairness and transparency for all candidates. This initiative is expected to set a new standard in the conduct of government examinations, enhancing the credibility and reliability of the selection process.
