The Odisha government has revised the enrolment age for Class 1 to 6+ years, in line with the directives of the National Education Policy (NEP) 2020. The new policy was announced on January 15, 2025, by the Odisha School and Mass Education (S&ME) Department, marking a significant step toward the implementation of NEP 2020 in the state.
Key Policy Changes
Effective from the academic year 2025-26, children seeking admission to Class 1 in Odisha will need to be 6+ years old by September 1st of the academic year. This change is part of the state’s broader strategy to implement the National Education Policy in phases, beginning with the Foundational Stage.
Another major initiative announced by the S&ME department is the introduction of Shishu Vatika in primary schools across Odisha. These facilities will cater to children aged 5-6 years and will provide pre-school education, starting from the current academic year.
Phased Implementation of NEP 2020
The National Education Policy 2020 proposes a 5+3+3+4 structure for education, spanning ages 3-18 years. This structure consists of:
- Foundational Stage: Ages 3-8, covering pre-school (3 years) and Grades 1 and 2 (2 years).
- Preparatory Stage: Ages 8-11, covering Grades 3-5.
- Middle Stage: Ages 11-14, covering Grades 6-8.
- Secondary Stage: Ages 14-18, covering Grades 9-12.
In the first phase of NEP implementation, Odisha will focus on the Foundational Stage, which includes revising Class 1 enrolment age and introducing pre-school education. The subsequent phases will address the Preparatory, Middle, and Secondary Stages.
