During the COVID-19 pandemic, a large number of students transitioned from the Central Board of Secondary Education (CBSE), the Council for the Indian School Certificate Examinations (CISCE), and other boards to the Bihar School Examination Board (BSEB). The flexibility in BSEB’s enrollment system and changes aligning its examination pattern with competitive exams contributed to this shift.

Surge in Enrollments During COVID-19

In 2021, an unprecedented 1,21,316 students from CBSE, ICSE, and other boards opted for BSEB. The board’s structure, which included changes in examination format and eased enrollment procedures, made it an attractive alternative for students seeking stability during the pandemic.

Post-Pandemic Decline in Transfers

Once pandemic restrictions were lifted and online classes became mandatory, the number of students shifting to BSEB started declining. In 2024, approximately 96,000 students from CBSE, ICSE, and other boards enrolled in Class 11 at Bihar Board-affiliated institutions.

Key Factors Behind the Shift

  1. Exam Pattern Changes: BSEB’s modifications made its exams more aligned with national-level competitive exams, attracting students preparing for higher education.
  2. Enrollment System: The board’s admission process provided a smoother transition for students compared to other boards.
  3. Pandemic Uncertainty: Many students switched to BSEB during COVID-19 due to uncertainties in exam schedules and grading systems in their respective boards.

While the trend of students moving to BSEB saw a significant rise during the pandemic, post-pandemic conditions have led to a gradual decline. However, BSEB’s policy changes and exam structure continue to make it a preferred choice for many students.
