One of the primary concerns raised by critics is the potential for the state legislature to reduce general revenue allocated to education once sports wagering funds begin flowing in. This would effectively offset any new financial gains, leaving Missouri’s schools no better off despite the introduction of this new revenue stream. Critics argue that while sports wagering revenue may enter the system, it might not lead to a genuine increase in overall education funding.
The proposed sports wagering initiative outlines several streams of revenue:
- Fees: Collected during the application and licensing process, these fees would first be used to cover the Missouri Gaming Commission’s “reasonable expenses.” Any remaining funds would go to a newly established “Compulsive Gaming Prevention Fund,” overseen by the State Treasurer’s Office.
- Fines: The resolution does not specify where the revenue from fines will be directed. Fines are capped at $50,000 per violation or $100,000 for multiple violations within the same incident.
- Wagering Tax: A 10% tax on adjusted gross revenue from sports wagering would be implemented. After covering any outstanding expenses incurred by the Gaming Commission, 10% or $5 million, whichever is greater, would be allocated to the Compulsive Gaming Prevention Fund. The remaining revenue is legally required to support institutions of elementary, secondary, and higher education.
Despite these provisions, the lack of specificity regarding how the funds will be used, particularly in relation to teacher pay, has led to skepticism. The State Auditor’s Office would conduct annual audits to ensure transparency, but concerns remain over whether sports wagering will truly bolster Missouri’s education system as promised.
As the debate continues, many are calling for clearer guidelines and stronger commitments to ensure that the anticipated financial benefits of legalized sports wagering directly support the state’s schools and students.
