Goa Government Cracks Down on Unrecognised Preschools for NEP Compliance

The Goa government has launched a special drive to identify unrecognised pre-primary and playschools operating without formal approval. The move aligns with the National Education Policy (NEP) 2020, which mandates recognition for preschools to ensure early childhood care and education (ECCE) standards.

As per the directive from the Directorate of Education (DoE), all pre-primary schools, including nursery and playschools, must obtain mandatory recognition. Previously, no such recognition was required in Goa.

Mandatory Recognition for Preschools

Under NEP 2020 guidelines, recognition is now essential to ensure that preschools meet:

  • Basic infrastructure requirements
  • Safety measures
  • Playground and toilet facilities
  • Accountability for children’s well-being

Director of Education Shailesh Zingade highlighted that running schools without recognition is a punishable offence. Institutions violating the rule could face fines of up to ₹50,000, with additional daily penalties of ₹10,000 if the violation persists.

Survey to Identify Unrecognised Schools

The government plans to conduct taluka-level surveys to identify unrecognised preschools offering formal education. Schools imparting informal education will not be penalised.

Currently, more than 700 pre-primary schools are registered, while 800+ applications are under review. Feasibility studies have been conducted for 400 schools.

App-Based Application Process

To streamline recognition, the DoE has launched an online application app for preschool registration. Schools operating from homes, garages, or residential premises without proper infrastructure will undergo feasibility studies before receiving approval.

Advisory for Parents

Zingade advised parents to verify schools’ recognition status before enrolling their children. If schools lack recognition and offer formal education, the government will shut them down while accommodating students in recognised institutions.

The policy aims to create a safe and structured learning environment for young learners while promoting Marathi and Konkani medium schools in line with the state’s educational framework.
