Maharashtra Government Forms Committee to Revise Universities Act
The Maharashtra government has formed a high-level committee to revise the Maharashtra Public Universities Act, 2016. The goal is to align it with the objectives of the National Education Policy (NEP) 2020. Former Vice-Chancellor of Savitribai Phule Pune University (SPPU), Professor Nitin Karmalkar, will lead the committee.
Purpose of the Amendment
According to the Higher and Technical Education Department, the 2016 Act was introduced to reform public universities. However, with the NEP 2020 bringing a new vision, revisions are now necessary. The policy has already been implemented in autonomous institutions since 2023. Additionally, affiliated colleges are set to follow it from the 2024–25 academic year.
Key Responsibilities of the Panel
The committee will study the current Act in detail. It will suggest changes that promote academic flexibility, institutional autonomy, and improved learning outcomes. Furthermore, the panel will focus on areas such as:
- Research and innovation
- Employability
- Global engagement
- Quality assurance and accountability
Members from Renowned Institutions
The committee includes experienced education leaders and legal experts. Besides Professor Karmalkar, the members are:
- Dr D.T. Shirke – VC, Shivaji University, Kolhapur
- Dr Ujwala Chakradeo – VC, SNDT Women’s University, Mumbai
- Dr Rajani Gupte – VC, Symbiosis International (Deemed University)
- Dr R.S. Mali – Former VC, North Maharashtra University, Jalgaon
- Dr Paromita Mazumdar – Legal Officer, SPPU
- Shri Dilip Bharde – Registrar, YCMOU
- Directors of higher and technical education from Pune and Mumbai
Comparative Study and Policy Alignment
Importantly, the committee will examine successful university models from India and abroad. It will recommend only those practices that are practical, cost-effective, and suitable for Maharashtra. Moreover, the committee will ensure the amendments support national education goals under NEP 2020.
Implementation and Operational Support
Savitribai Phule Pune University will provide administrative assistance to the panel. It will also bear all operational expenses. In addition, the committee will suggest ways to enhance coordination with regulatory bodies, student engagement, and faculty development.
Conclusion
In summary, this initiative marks a major step in aligning Maharashtra’s higher education system with NEP 2020. The state expects the committee to submit its final report within three months. If implemented effectively, these reforms could significantly boost the quality and global competitiveness of Maharashtra’s public universities.
