UGC Invites Applications from HEIs for ODL and Online Programmes for Academic Year 2024-25

The University Grants Commission (UGC) has announced the opening of applications for eligible Higher Educational Institutions (HEIs) to seek recognition to offer programmes under Open and Distance Learning (ODL) and Online modes for the academic year 2024-25, commencing in February 2025.

Key Details of the Application Process

  • Eligibility and Regulations:
    Applications are invited in accordance with Regulation 3(A) and Regulation 3(B)(b) of the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, and its amendments.
  • Application Submission Window:
    HEIs can submit their applications via the online portal at deb.ugc.ac.in from October 15 to October 31, 2024.
  • Physical Submission Requirements:
    Institutions must also send physical copies of their applications, including the necessary affidavit and annexures, to the Joint Secretary, Distance Education Bureau, UGC, by November 15, 2024.
  • Scrutiny and Approval:
    It is important to note that the submission of applications does not guarantee approval. All proposals will undergo scrutiny based on the standards established in the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, and its amendments.
  • Continuous Application Opportunity:
    The application portal remains open year-round for HEIs eligible to offer Online Programmes as per Regulation 3(B)(a) and for Category-I HEIs under the UGC (Categorization of Universities for Grant of Graded Autonomy) Regulations, 2018.

HEIs are encouraged to visit the UGC DEB website for information regarding the prescribed application fee and for any further updates related to the application process. Additionally, deemed-to-be universities must seek prior approval, recommendation, or No Objection Certificate (NOC) from the AICTE for offering programmes in ODL and/or Online mode before applying to the UGC DEB.
