The University Grants Commission (UGC) has unveiled comprehensive guidelines to incorporate skill-based courses and micro-credentials into higher education institutions (HEIs). These measures aim to bridge the gap between academic learning and the dynamic requirements of the job market by providing students with industry-relevant skills.
Focus on Emerging Fields
Approved on November 13, the guidelines advocate the integration of emerging fields such as:
- Artificial Intelligence (AI)
- Data Analytics
- Digital Marketing
- Sustainable Practices
These subjects will complement academic curricula to enhance students’ employability, providing practical expertise alongside theoretical knowledge.
Statement from the UGC Chairman
UGC Chairman Jagadesh Kumar highlighted the importance of the initiative:
“Introducing skill-based courses enables students to acquire competencies in emerging fields, bridging the gap between traditional education and industry demands.”
The guidelines align with the objectives of National Education Policy (NEP) 2020, which emphasizes modernizing India’s education system while maintaining its cultural roots.
Key Provisions of the Guidelines
- Skill Integration with Academics:
- HEIs will offer skill-based courses as part of their degree programs.
- Students can earn up to 50% of their total credits through these courses, with Skill Universities allowing up to 60%-70%, subject to regulatory approval.
- Credit Framework:
- The National Credit Framework (NCrF) is embedded within the guidelines, allowing students to accumulate credits across academic, skill, and experiential learning domains.
- Partnerships with Industries:
- Strengthened collaboration between HEIs and industries for curriculum design, internships, and job placements.
- Role of MNCs:
- Multinational corporations interested in offering skill-based courses can apply for UGC approval.
Public Feedback and Implementation
The guidelines, which include a standard operating procedure (SOP) for implementation, will soon be available on the UGC portal for public feedback. Once finalized, universities across India can adopt these practices to deliver skill-oriented education.

These guidelines echo the principles of NEP 2020, which focuses on equipping students for future challenges through flexible, multidisciplinary learning.
